Do event permits need to be renewed each year?

Event permits are typically issued per event or per season, not as annual standing permissions. A Temporary Event Notice (TEN) in the UK, for example, is a separate application for each event, submitted at least 10 working days before the event date. In the US, local permits for outdoor events, road closures, and noise variances are almost universally per-event applications. This means a recurring annual event needs a fresh permit application each year -- often with the same documentation, fees, and lead times as the first time.

The exception is some recurring venue licences (a permanent festival site, a recurring market with a standing permission from the local authority) which can be granted on longer terms. But even these have renewal or review dates. For event organisers running multiple events per year across different locations, the permit calendar can be one of the most complex renewal schedules in the business -- each permit a separate deadline with its own application process.
